Laingsburg sets marijuana fee vote, e-bike rules for Sept. 1

Laingsburg's City Council takes a final vote Tuesday on how much marijuana businesses will pay to renew their city permits, and opens a first look at rules for e-bikes, scooters and other electric mobility devices on city streets and sidewalks.

The agenda for the 7 p.m. meeting at the city offices, 114 Woodhull St., lists a second reading and adoption of Ordinance No. 2026-02, the marijuana permit renewal application fee, followed immediately by a motion on Resolution No. 2616, which would establish the fee itself. Neither the agenda nor its attachments state the dollar amount, so the number a permit holder will owe is not public in advance of the vote.

The Current reported that the first reading of the marijuana permit renewal fee amendment came before the council on Aug. 11. Splitting the work between an ordinance and a resolution is a common structure: the ordinance sets the requirement, and the resolution attached to it carries the price, which a council can change later without reopening the ordinance.

Also on the list is a first reading of an amendment to Chapter 58 of the city code, titled "Recreational and Electric Mobility Device Safety." A first reading is not a vote to adopt; it puts the language in front of the council and the public, with adoption normally coming at a later meeting. The agenda does not include the text of the proposed changes.

Two money and housekeeping items round out the business list. The council is asked to accept the "LSW Budget for 26/27" — the agenda does not spell out the acronym or attach a dollar figure — and to take up a request for proposals for legal services, meaning the city would solicit bids from law firms for its legal work. The agenda does not say whether the current arrangement is ending.

Council members are also set to discuss winter overnight parking and snow removal, listed as a discussion item with no motion attached. That is the rule that determines whether cars can sit on Laingsburg streets overnight once the plows start running.

The consent agenda bundles the treasurer's report, the bills and approval of prior council minutes into a single vote unless a member pulls an item out for discussion. Committee reports are scheduled from the Library, Planning Commission, DDA, DPW, treasurer, police and building inspector. The agenda is signed by City Clerk Kim Hamilton and Mayor Gregory Beavers.

What happens next: The council meets Tuesday, Sept. 1, at 7 p.m. at 114 Woodhull St. If Ordinance No. 2026-02 and Resolution No. 2616 both pass, the renewal fee takes effect under the terms adopted that night; the Chapter 58 e-mobility amendment would return for a second reading at a later meeting.
