Owosso council to weigh $984,420 public safety building bid Aug. 17

The Owosso City Council meets Monday, Aug. 17, at 6:30 p.m. at City Hall, 301 West Main St., according to the meeting agenda posted by the city. The agenda's largest single item is a proposed bid award for the Public Safety Building Improvements Project.

Under consent agenda item 7, the council would award the project to Nielsen Commercial Construction Company, Inc., in the amount of $934,420, which includes a $50,000 contingency, for a total of $984,420. The item also asks the council to approve payment to the contractor up to $984,420 upon satisfactory completion of the project or a portion of it. The agenda ties the item to master plan goals 3.2 and 3.7.

Two technology purchases are also on the consent agenda. Item 5 would waive competitive bidding requirements and approve a five-year renewal of Cisco Webex Calling software, licensing, maintenance and support through Logicalis, Inc., in an amount not to exceed $49,550.40, which the agenda says would maintain telephone service, security, administrative functionality and technical support. Item 6 would waive competitive bidding requirements and authorize the purchase of CrowdStrike Falcon Identity Threat Protection Complete, Falcon Exposure Management and related support from CDW Government LLC for $20,530, with payment authorized upon satisfactory installation.

Item 8 would approve CDBG Round 1 Contractors' Quotes #7 in the amount of $39,141.86 as part of a Community Development Block Grant housing grant, with payment authorized upon satisfactory completion.

The consent agenda also includes three hazards and nuisances special assessment districts. For each — Nos. 2026-101, 2026-102 and 2026-103 — the council is asked to rescind an earlier resolution (116-2026, 117-2026 and 118-2026, respectively) and set a public hearing for Tuesday, Sept. 8, at 6:30 p.m. to take citizen comment on unpaid costs incurred in altering, repairing, tearing down, abating or removing hazards and nuisances. A fourth item would approve a Michigan Lottery Charitable Gaming Division resolution supporting the Owosso Rotary Foundation, Inc. gaming license application for local fundraisers.

Under items of business, the council is asked to reiterate acknowledgement of the pecuniary interest of a councilmember in contracts with Ludington Electric, Inc., and to consider approval of $2,345.86 in contracts with the company for the period of July 2026. The agenda does not name the councilmember. The council is also asked to authorize abatement of a public nuisance at 1405 W. Main St.

A third business item would direct the city attorney to prepare a draft ordinance amending or replacing Chapter 34, Article II of the city code (Garbage and Rubbish) to authorize a single-hauler system, which the agenda says would comply with Michigan's 2022 amendments to Part 115 of the Natural Resources and Environmental Protection Act. The council would also designate the city's official representatives for the Michigan Municipal League annual meeting.

The agenda lists a mayor's proclamation declaring Aug. 16-22, 2026, as Charitable Nonprofit Week in the city, and a special presentation on the Owosso Time Traveler Project, a website to catalog and share historic documents, places and photos, presented by Owosso Historical Commission Chairman Lance Little. Communications include July 2026 reports from Planning and Building Director Tanya S. Buckelew on building, code violations, inspections, rentals and certificates issued, and July 2026 police, fire and parking citation reports from Public Safety Director Kevin D. Lenkart. There are no public hearings scheduled.

What happens next

The council takes up the agenda Monday, Aug. 17, at 6:30 p.m. at City Hall. If the three special assessment resolutions are adopted, public hearings on them are set for Tuesday, Sept. 8, at 6:30 p.m. — the same date the agenda lists as the council's next regular meeting. The agenda also lists openings on the Building Board of Appeals, Downtown Historic District Commission, Parks and Recreation Commission, Planning Commission and Zoning Board of Appeals.
