Owosso Township board takes up streetlight assessment, TIF Monday

The Oct. 12 agenda at 410 S. Delaney Road lists a streetlight special assessment hearing, new building permit charges, a snow removal bid and tax increment financing for a Dutch Developers project.

Owosso Charter Township's board meets Monday, Oct. 12, at 6 p.m. with an agenda that touches money coming out of property owners' pockets and money going toward a private development: a public hearing on a streetlight special assessment, a vote on new building, electrical, plumbing and mechanical permit charges, and a discussion-and-action item on tax increment financing for a Dutch Developers project.

The meeting is at the township's Governmental Services Building, 410 S. Delaney Road. The agenda lists the streetlight special assessment hearing, the permit charges and the TIF item all under unfinished business, each marked "Discussion/Action," meaning the board can vote the same night.

A special assessment is a charge spread across the properties that benefit from a specific service — in this case streetlights — and billed on the tax roll rather than paid out of the general fund. Tax increment financing captures the growth in property tax revenue from a development and routes it back toward project costs. The agenda does not say how much either one would cost, which parcels the streetlight assessment would cover, or what the Dutch Developers project is.

Also on the list for action Monday: a snow removal bid for the coming winter, adoption of an accessory building ordinance, painting the township hall and treasurer's office, and finding and appointing a new planning commission member. That last item matters beyond the vacancy itself — The Current reported on Sept. 27 that the planning commission, on Sept. 23, asked its planner to draft conditional use permit language that could let some backyard chicken flocks stay after an anonymous complaint triggered code enforcement on Bock Street. The Monday board agenda does not list the farm animals text amendment or any chicken item.

Under updates with no action attached, the board is scheduled to hear where things stand on public waterline compliance, the land use master plan, an emergency storm siren, fall cleanup, "Evergreen," and a grant application in process for waterline replacement on Cleveland Avenue and King Street. The agenda does not name the grant program or the amount sought.

One new business item is listed: Smith Road paving for the 2027 road project, marked discussion only. The agenda also carries an item saying the township's BS&A Cloud startup date has moved to January 2026 — a date that has already passed, with no explanation in the document.

The agenda sets aside two public comment periods, one limited to agenda items at the start and one open to any topic near the end. Both cap speakers at three minutes and ask for a name and address.
