Woodhull's Rolling Hills rezoning returns to county board tonight
Commissioners also take up a $1,965,996 state public health grant, $30,525 in animal shelter work and a new Veteran Service Officer position at the 5 p.m. meeting.
The Rolling Hills rezoning in Woodhull Township is back in front of the Shiawassee County Board of Commissioners tonight, a month after the board set it aside. The Economic & Physical Development Committee's agenda item asks the board to "Remove from table" and accept the Planning Commission's recommendation to change the zoning map on the property from R1B to PUB-2 under Ordinance No. #26-09-02.
The Current reported that commissioners voted 5-0 on Sept. 16 to hold the Rolling Hills zoning change for another month. Tonight's agenda does not describe what the R1B and PUB-2 designations allow, and the posted packet does not include the Planning Commission's reasoning.
The largest dollar figure on the agenda is not the rezoning. Under Health & Human Services, the board is asked to approve a grant agreement between the Michigan Department of Health and Human Services and the Shiawassee County Health Department for Essential Local Public Health Services "in the amount of $1,965,996 for a period of 10/1/26 through 9/30/27." That is the state money that pays for the core services the county health department is required to provide; the agreement runs a full fiscal year and the board chair would sign it.
The same committee asks the board to create a new Veteran Service Officer position at a Grade 4, and to confirm the chair's appointment of Tony Newman to the Materials Management Planning Committee. The agenda does not state what the new veterans position would cost.
The county animal shelter in Corunna is in line for more work. The Public Safety & Courts Committee recommends approving a proposal from Telford Construction Inc. for improvements "in an amount not to exceed $30,525, utilizing available State grant funds." The Current reported in August that commissioners approved an $8,607.25 resurfacing bid for the shelter. The committee also recommends refilling a 32-hour Youth Specialist vacancy at the Youth Center, renewing the inmate food services agreement with Canteen Services, Inc., and authorizing the Shiawassee County Sheriff's Posse to buy two 2027 Club Car Tempo gasoline golf carts for no more than $16,000 from the Posse Special Revenue Account.
On the finance side, the board is asked to buy SOPHOS antivirus software for no more than $11,418.28, to sign a five-year document scanning software agreement for the Clerk's Office vital records at a total cost of $8,800, and to sign a five-year agreement with Campaign Finance US, LLC, for campaign finance reporting. No price is listed for the campaign finance contract. The Economic & Physical Development Committee also asks the board to approve the 2026 drain assessments as proposed and to appoint Cory Donnell for planning, zoning, building and trades services — neither item carries a dollar figure in the posted agenda.
What happens next: The board meets at 5 p.m. tonight, Oct. 21, with Chairman Brodeur presiding. Two public comment periods are on the agenda, each limited to three minutes per speaker. The meeting closes with a FOIA appeal to be handled with legal counsel; the agenda does not say whose request is being appealed. We will report the roll calls, including the Rolling Hills vote, when the board acts.
