Corunna council meets tonight on parks plan, land purchase option
The 7 p.m. agenda at the Community Center sets an Oct. 19 hearing on the city's five-year parks plan and asks the council to extend an option to purchase — which the agenda does not describe.
Corunna's City Council meets at 7 p.m. Monday in the lower level of the Community Center, 457 Emma Drive, with a short agenda that would put the city's parks and recreation plan in front of the public in two weeks.
The first item of business is to set a public hearing for Oct. 19 on the Parks & Rec Five (5) Year Plan. A five-year recreation plan is the document a Michigan community keeps current to stay eligible for state recreation grants, and the hearing is the formal point at which residents can say what they want the city's parks to be. The agenda does not include the draft plan or any summary of what is in it.
The council is also asked to "Consider Option to Purchase Agreement Extension." The agenda does not say what property the option covers, who holds it, how long an extension is being sought, or what the city would pay or receive. That is the kind of item a reader can only judge if the packet says what land is involved, and this one does not.
A third item, "Consider FOSR Wood Duck Fundraiser," is listed without explanation of what the council is being asked to approve or what it would cost the city.
On the consent agenda are the minutes of the Sept. 21 regular meeting. That is the meeting at which the council took public comment on a fire special assessment district. The Current reported on Sept. 17 that the agenda for that hearing listed no dollar figure and no district boundaries; the minutes up for approval tonight should be the first written public record of what the council did with it.
The agenda also lists items sent to council as communications rather than for action: September building, electrical, mechanical, plumbing and zoning permits, progress reports from engineering firm c2ae, "Devil's Pass Info," and minutes from the Airport Board, the Ambulance Board, the Friends of the Corunna Library and the Hockey Board.
Residents who want to speak get three minutes at each Call to the Audience, and each of those sessions is capped at 15 minutes total. Public hearing comment is also limited to three minutes per person and must stay on the subject of the hearing.
What happens next: if the council sets the hearing as listed, the parks and recreation plan comes back for public comment Oct. 19 at the next regular meeting.
