Corunna sets 7:10 p.m. parks hearing Monday, no Nov. 2 meeting

The Oct. 19 agenda at the Community Center pairs the five-year parks plan hearing with a traffic control order and water-fund amendments, and lists the next meeting as Nov. 16.

Corunna residents get one scheduled chance to speak on the city's five-year parks and recreation plan, and it comes Monday night at 7:10 p.m. in the lower level of the Corunna Community Center, 457 Emma Drive.

The public hearing is the first item after the consent agenda on the City Council's Oct. 19 agenda. The council is then asked to take up the plan itself under items of business — so the hearing and the vote fall on the same night.

The Current reported Oct. 5 that the council set this hearing date at its last regular meeting. A five-year recreation plan is the document a city uses to list what it owns, what shape it is in and what it wants to build or fix next. Under state rules, communities need a current plan on file to be eligible for state recreation grants. The agenda does not include the draft plan or say what projects it names, so what Corunna is putting on paper for the next five years is not yet public from this packet.

Two other items of business sit behind it, both described in a single line each. The council is asked to consider Traffic Control Order 243 — the agenda does not say what street it covers or what it changes, and a traffic control order is the mechanism a city uses to make a sign, speed limit, parking rule or stop control official. The council is also asked to consider "DWSRF Summary Tracking Amendments," referring to the Drinking Water State Revolving Fund, the state's low-interest loan program for water system work. No dollar figure appears anywhere on the agenda.

One thing is not on it. The Oct. 5 agenda asked the council to "Consider Option to Purchase Agreement Extension" without naming the property, the holder or the money involved, and The Current has carried that as an open question since. The Oct. 19 agenda does not list the item again. Whether the council acted on it Oct. 5 should appear in the minutes of that meeting, which are on Monday's consent agenda for approval.

The consent agenda also covers vendor disbursements for Sept. 18 through Oct. 1. Six sets of communications are attached without council action: progress reports from the engineering firm c2ae, legal expense tracking for June through September 2026, and minutes from the Community District Library (Sept. 23), a special DDA meeting (Sept. 29), SATA (Sept. 8) and the Youth Sports Commission (Sept. 13).

Citizens get two comment periods, one at the start and one at the end. Each speaker has three minutes, each session is capped at 15 minutes total, and the agenda states that one three-minute turn per person is allowed during the public hearing, with remarks limited to the subject of the hearing.

What happens next: The council meets at 7 p.m. Monday, Oct. 19, at 457 Emma Drive, with the parks hearing opening at 7:10 p.m. After that, the agenda lists the next meeting as Monday, Nov. 16 — four weeks out, with no first-Monday November date listed. The agenda gives no reason for the gap. The desk is still seeking the parks plan document, the text of Traffic Control Order 243 and the DWSRF amendment figures.
