Shiawassee County board approves $6.7M in bills, adds vital records clerk

The Shiawassee County Board of Commissioners approved $6,704,610.15 in bills, payroll and electronic transfers at its regular meeting Wednesday, Aug. 12, in the Commissioner Chambers of the Surbeck Building in Corunna, according to draft minutes submitted by County Clerk Caroline D. Wilson.

Chairman Gregory Brodeur called the meeting to order at 5 p.m. Roll call found Commissioners Josh Haley, Gary Holzhausen, Bill Johnson, Cindy Garber, Brad Howard and Brodeur present. Commissioner Matthew Shepard was excused. Every roll call vote recorded in the minutes passed 6 yeas to 0 nays.

The bills motion, made by Garber and seconded by Holzhausen, covered Invoice Edit Reports dated July 16, 17, 20, 23, 24, 30 and 31 and Aug. 6 and 7, payroll batches dated July 17 and July 31, and wire transfers, ACH and EFT payments. The board authorized warrants be drawn from the Treasury for the total.

On a motion by Howard, seconded by Haley, the board approved a computer system, software license and associated sales and contract agreement with Fidlar Technologies not to exceed $113,600, and authorized the board chair to execute it.

Commissioners also approved, on a motion by Haley seconded by Garber, a contract with LACASA not to exceed $54,040, to be paid from the Child Care Fund, with the board chair authorized to execute the agreement.

Three personnel and facility items passed on separate roll calls: the addition of one vital records clerk at a grade 3; refilling the part-time Youth Center position at not more than 20 hours a week; and a bid from Epoxy Guys for $8,607.25 to resurface the Animal Shelter Building. The board also approved minutes from the Aug. 10 Economic and Physical Development Committee, the Aug. 10 Finance and Administration Development Committee and the Aug. 11 Public Safety and Courts Committee meetings, along with the minutes of the July 15 board meeting.

Under public comment, the minutes list Jeri-Lynn Kellogg, vital records clerk, speaking on the clerk's additional staff, and Cynthia Woolbright of the U.S. Small Business Administration on small business financing. Brodeur reported on the Land Bank, said Mental Health is doing well and that recycling efforts are being worked on. County Administrator Dr. Boggs reported that grants have moved forward, a subdivision build has been given a green light, and staff are preparing for 2027 budget season.

What happens next

Boggs told the board a closed session is planned for next month's meeting regarding a workman's compensation matter, according to the minutes. Boggs also said the VA garage is waiting on approval from the City of Corunna, and that a groundbreaking event will be planned once that approval comes. The minutes are in draft form and are subject to board approval at a future meeting. The meeting adjourned at 5:19 p.m.
