Perry Township board OKs $30,450 Beard Road crack sealing bid

The Perry Township Board approved two road crack sealing prices at its regular meeting on Aug. 5, according to the minutes signed by Clerk Veronica Howard. The minutes record a firm bid of $30,450 for crack sealing Beard Road and a second price of approximately $12,075 for crack sealing Britton Road.

Treasurer Troy Parmalee moved to approve the crack sealing bids for Beard Road and Britton Road, with a second from Trustee Francis Griffith. The minutes list a roll call of Supervisor Mark Fulks, Griffith, Howard and Parmalee, and state the motion carried. Trustee Mark Fraser was recorded as absent.

The board also adopted amended Roselawn Cemetery Rules and Regulations on a motion by Parmalee, seconded by Fulks. According to the minutes, the amendments clarify requirements on artificial and non-natural ground coverings, placement of items around monuments and markers, shepherd's hooks, aisleways, and deteriorating or hazardous decorations. The minutes state the amendments also consolidated provisions so they apply to the entire cemetery rather than being duplicated within the Veterans Circle section.

Earlier in the meeting, the board approved the financial statement to pay the bills on a motion by Griffith, seconded by Fulks, with a roll call of Parmalee, Fulks, Griffith and Howard recorded as all ayes. The minutes do not list a dollar total for the bills.

Jami Cromley, director of the Community District Library, presented the annual library report. The minutes record approximately 70,000 visitors district wide, 5,087 cardholders, 93,516 total checkouts, 748 programs and approximately 7,800 program attendees. The report also noted a district-wide computer replacement project, an upgraded integrated library system, and the relocation of the Byron branch from the school into a new facility built in conjunction with Burns Township with support from a $500,000 state grant. The summer reading program had more than 950 participants. The board discussed activity at the Morrice branch and building maintenance.

The minutes also summarize the Summer Board of Review, held July 21, at which approximately 400 parcels were reviewed. Two veterans' exemptions and five value corrections were processed due to clerical errors. The board was informed of changes to property inspection procedures requiring assessors to notify property owners by letter before entering property when an inspection is required. The minutes state the assessor completed her Michigan Level III Assessor certification in April 2026.

Department reports listed 131 sheriff's calls and 35 traffic stops, and paramedic training for critical care transfers at SSESA. The zoning report listed two zoning permits, one land division and one special inspection, plus six county-issued building permits. During public comment, a resident asked about the status of having the Road Commission clean ditches along M-52 between Miller and Winegar roads and trim trees along Church Road from M-52 to Morrice Road; the minutes state the board said a follow-up would be made with the Road Commission.

The minutes state the Planning Commission met July 16 and discussed a property with a violation notice, efforts to assist the owner in addressing it and possible demolition assistance, along with a proposed zoning ordinance amendment for a renewable energy overlay district, including a draft of Section 2.21, Commercial Renewable Energy System.
