Ovid-Elsie policy committee advances draft board operating procedures
The three-member committee met July 30 to revise a working document on how the school board runs its meetings, with a recommendation to the full board due in August.
The Ovid-Elsie Area Schools Board of Education Policy Committee met Thursday, July 30, at the district administration office and continued work on a draft set of Board Operating Procedures, according to minutes posted by the district.
Chair Becky Williams called the meeting to order at 4:40 p.m., followed by the Pledge of Allegiance. Committee members Sue Greer, Kevin Nash and Williams were all present. Mark Hoark also attended. The minutes record no written correspondence, no comment from Ovid-Elsie personnel and no communications from the public.
The committee reviewed the purpose and intended use of the Board Operating Procedures. According to the minutes, members agreed the document "is very useful and will serve as a helpful resource for the Board's future use."
Members also discussed whether the procedures that apply to a small board differ from standard parliamentary procedure. The committee agreed to continue following standard procedures. Under the approach described in the minutes, items presented for discussion only, with no action requested, should be listed on the agenda as discussion items rather than requiring a motion. Items requiring action will continue to follow the established process of a motion, support, discussion and vote. The minutes also state that members should be recognized by the chair before speaking, to keep discussion orderly and give all members a chance to participate.
On the draft document itself, the committee added several new bullet points and identified additional revisions for consideration. Greer will share the updated working document with board President Wooley for further review.
The meeting adjourned at 6:48 p.m. Williams, the committee secretary, submitted the minutes, which were prepared by Greer.
What happens next
The minutes state that a recommendation on the Board Operating Procedures will be presented to the full Board of Education in August.
